Macron Reappoints Lecornu as France's Prime Minister In the Wake of Days of Instability

The French leader has called upon his former prime minister to come back as the nation's premier a mere four days after he left the post, causing a stretch of intense uncertainty and political turmoil.

Macron made the announcement towards the end of the week, following gathering leading factions collectively at the Élysée Palace, omitting the leaders of the political extremes.

The decision to reinstate him came as a surprise, as he stated on national TV just 48 hours prior that he was not “chasing the job” and his “mission is over”.

It is not even certain whether he will be able to form a government, but he will have to start immediately. He faces a deadline on the start of the week to put next year's budget before lawmakers.

Political Challenges and Economic Pressures

The Élysée announced the president had given him the duty of creating a administration, and his advisors suggested he had been given full authority to act.

Lecornu, who is one of a trusted associate, then published a long statement on social media in which he consented to as an obligation the assignment given to him by the president, to make every effort to secure a national budget by the end of the year and tackle the common issues of our fellow citizens.

Partisan conflicts over how to bring down France's national debt and cut the budget deficit have led to the resignation of several leaders in the last year, so his challenge is enormous.

The nation's debt recently was almost 114% of national income – the number three in the eurozone – and the annual fiscal gap is estimated to hit 5.4 percent of the economy.

The premier said that “no-one will be able to shirk” the imperative of restoring France's public finances. With only 18 months before the completion of his mandate, he warned that prospective ministers would have to delay their presidential ambitions.

Leading Without Support

Adding to the difficulty for Lecornu is that he will face a show of support in a parliament where the president has is short of votes to endorse his government. Macron's approval reached its lowest point recently, according to an Elabe poll that put his approval rating on 14%.

The far-right leader of the far-right National Rally, which was not invited of Macron's talks with faction heads on Friday, commented that Lecornu's reappointment, by a president increasingly isolated at the official residence, is a poor decision.

They would quickly propose a vote of no confidence against a doomed coalition, whose sole purpose was dreading polls, Bardella added.

Forming Coalitions

The prime minister at least is aware of the challenges in his path as he tries to build a coalition, because he has already devoted 48 hours lately talking to factions that might support him.

By themselves, the central groups are insufficient, and there are disagreements within the right-leaning party who have helped prop up the ruling coalition since he lacked support in elections last year.

So Lecornu will seek left-wing parties for future alliances.

As a gesture to progressives, Macron's team suggested the president was considering a delay to portions of his divisive pension reforms enacted last year which extended working life from 62 to 64.

The offer was inadequate of what progressive chiefs wanted, as they were expecting he would select a premier from their side. The Socialist leader of the leftist party said “since we've not been given any guarantees, we won't give any guarantee” for the premier.

Fabien Roussel from the Communists stated following discussions that the progressive camp wanted real change, and a premier from the central bloc would not be accepted by the French people.

Greens leader the Green figure remarked she was surprised the president had provided few concessions to the progressives, adding that the situation would deteriorate.
